Under President Xi Jinping, China is aggressively arguing about territory with four neighbors, all of them friendly to the U.S.: Japan, South Korea, Vietnam, and the Philippines.
The tensions in Asia have caught some members of the Obama administration by surprise.
One unnamed ex-national security official tells the New York Times: "We didn't see this coming ... and there's a lot of debate about how to counter it."
U.S.-Chinese tensions are also on the rise, thanks in part to mutual accusations of cyber espionage.
U.S. National Security Adviser Susan Rice will be in China early next week.
Obama and Xi meet in November, and may see each other at the United Nations in September.
