Guantanamo Bay's Place in U.S. Strategy in the Caribbean

Last week, the Cuban government declared that for the United States and Cuba to normalize relations, the United States would have to return the territory occupied by a U.S. naval base at Guantanamo Bay. Washington clearly responded that returning the base is not on the table right now. This response makes sense, since quite a bit of politicking goes into the status of the base. However, the Guantanamo Bay issue highlights a notable aspect to the U.S.-Cuban negotiations — one that is rooted in the history of the U.S. ascension to superpower status as it challenged European powers in the Western Hemisphere.

U.S. Expansion in the Western Hemisphere

Cuba, the largest island in the Caribbean, has a prominent position at the mouth of the Gulf of Mexico, separating access to the gulf into two choke points: the Yucatan Channel and the Straits of Florida. It is also situated on the sea-lanes between the U.S. East Coast and the Panama Canal, the shortest route for naval traffic between the two coasts of the United States. Cuba thus has been pivotal to the U.S. strategy to safeguard economic activity in the Gulf of Mexico and naval transport routes beyond that. The evolution of U.S. naval capabilities, however, has changed the part that Cuba, and thus the base at Guantanamo, has played.
The United States began extending its ambitions into the Caribbean, challenging the classical European colonial powers and arguably starting its ascent to the rank of a global power, with the Monroe Doctrine in 1823. Named after then-President James Monroe, the doctrine sought to prevent intervention by European powers — most notably Spain and Portugal — in their former colonies as the colonies achieved independence. The doctrine largely was a hollow statement at first because the United States did not have the naval power it would need to enforce it and establish the hegemony that it sought to put in place with the doctrine. However, the United Kingdom, which at the time had considerable naval capabilities, supported the Monroe Doctrine and committed to enforcing it because it also secured British access to the markets in these former colonies as long as they were not recovered by their former rulers.
Although it was a notable shift in U.S. foreign policy toward the Western Hemisphere as a whole, the Monroe Doctrine did not affect Cuba directly. The doctrine did not seek to meddle in the affairs of existing European colonies, and the Spanish ruled Cuba and Puerto Rico until the Spanish-American War in 1898. At that point, after the Monroe Doctrine had set the stage, U.S. military capabilities were catching up with its foreign policy intent. It was during the Spanish-American War that U.S. naval power entered the global stage and eventually resulted in the United States' taking Cuba, Puerto Rico, Guam and the Philippines from Spain.
However, Washington first needed a reason for intervention in Cuba. That opportunity came with the USS Maine explosion. The ship was deployed to Havana to protect U.S. business interests on the island. Moreover, news was spreading of atrocities committed by Spanish forces against the Cuban population. This intervention included the exact moment when U.S. forces arrived in Guantanamo Bay. In June 1898, a battalion of Marines landed at Fisherman's Point in the Bay of Guantanamo to pin down the Spanish forces in the city of Guantanamo, preventing them from reinforcing the Spanish positions on San Juan Hill as Theodore Roosevelt's Rough Riders led the charge there.
Several years after the U.S. victory against the Spanish, in 1903, the newly independent Cuban government signed an agreement with Washington for the perpetual lease of Guantanamo Bay as a naval base. Initially, the peace agreement with Spain had transferred sovereignty over the island to the United States, but Washington decided to leave the island under the control of the local Cuban leaders who had started the rebellion against the Spanish. The U.S. naval station at Guantanamo, the result of the first real show of U.S. expeditionary power, went on to become instrumental in the further deployment of U.S. naval power. In those days, the time that naval vessels spent at sea was limited significantly by the fuel they required: coal. Having access to forward deployed coaling stations such as the one at Guantanamo extended the U.S. Navy's ability to operate in the Caribbean.

Guantanamo's Changing Role

After World War II, during which Guantanamo also played a direct part in supporting merchant shipping convoys from the U.S. East Coast, the role of Guantanamo Bay changed considerably as a consequence of the Cuban Revolution. Throughout the revolution, Guantanamo Bay not only became a key element of U.S. resistance to the rebels led by Fidel Castro, it also became a pawn in the new bipolar world order pitting the United States against the Soviet Union. The relations between the new Cuban government and the Soviet Union made Cuba the Soviets' most forward position toward the continental United States — something made very obvious during the Cuban Missile Crisis in 1962. The naval base at Guantanamo did not necessarily play a leading role in this part of history, although the continued U.S. presence in Guantanamo Bay persisted as a major source of dispute between Washington and Havana.
After the Cold War, the base's military significance began to wane. The fall of the Soviet Union left Cuba a much less significant element in U.S. foreign policy, and the development of new technology had reduced the need for the base to support U.S. naval operations in the Caribbean. As much as geopolitics dictates history, the evolution of manmade technology can significantly alter states' physical limitations and capabilities. The use of new and more efficient fuels in naval vessels improved the range and speed of these vessels to the point where the Gulf of Mexico's security and naval movement beyond the U.S. coastline no longer required a logistical support node in Cuba.
The U.S. Navy continued using Guantanamo as a training ground, but the base's significance even in this regard evaporated. By the mid-1990s, activity at the naval base at Guantanamo was demoted to Minimum Pillar Performance (limiting the activities and presence there to only that which is necessary to maintain the existence of the facilities). The U.S. military has maintained this caretaker presence at Guantanamo, but it has done so mostly in the service of the State Department, which intends to retain Guantanamo as a bargaining chip or leverage in relations with Havana, rather than out of military need.
The United States also realized that other similar naval operating bases in Latin America lost their utility in a new geopolitical and technological reality. During World War II, the United States had established such a base in Rio de Janeiro, but after the war this base closed, having served its military purpose. Similarly, the United States managed a series of naval bases throughout former British territories in the Western Hemisphere that it obtained in return for 50 Town-class destroyers through the lend-lease agreement with London. Most of these bases also were shut down shortly after World War II or during the Cold War. The United States intends to use its forward deploying military capabilities without establishing full-blown bases, as seen in Eastern Europe, Asia and the Middle East, but even then Guantanamo falls outside of Washington's "places-not-bases" intent.
A new use for the base was discovered after 9/11, when it became host to a detention facility holding suspected terrorists. The ambiguous legal status of the base at Guantanamo Bay provided grounds for this sort of use because it is technically a base leased by the U.S. government located on foreign soil. Terrorism suspects are not subject to the same guarantees they would receive if held on sovereign U.S. soil, generating a useful dynamic in the complex issue of dealing with enemy combatants in the U.S.-jihadist war. Guantanamo served a similar purpose when it was used to hold HIV-positive refugees in the early 1990s.
The potential for Guantanamo Bay to be returned to Cuba will depend greatly on the negotiations between Washington and Havana, as well as the domestic U.S. politicking that is influenced significantly by the anti-Castro Cuban immigrant population of Florida, a swing state that is key in presidential elections. It is key, however, to see Guantanamo in its current context and not in its past role in the development and protection of U.S. power in the Caribbean and beyond. The part Guantanamo plays in U.S.-Cuba negotiations is defined by Washington's desire to play this card at will. The only constraint on Washington is the requirement to disband the detention camp at Guantanamo to accommodate Cuba's demands, though this does not mean that the United States will give up the naval base easily. Once played, the Guantanamo card will be gone and Washington's long-term leverage over Havana will be forever altered.

January 31, 2015 "ICH" -  Anyone paying attention knows that 9/11 has been used to create a police/warfare state. Years ago NSA official William Binney warned Americans about the universal spying by the National Security Agency, to little effect. Recently Edward Snowden proved the all-inclusive NSA spying by releasing spy documents, enough of which have been made available by Glenn Greenwald to establish the fact of NSA illegal and unconstitutional spying, spying that has no legal, constitutional, or “national security” reasons.Yet Americans are not up in arms. Americans have accepted the government’s offenses against them as necessary protection against “terrorists.”
Neither Congress, the White House, or the Judiciary has done anything about the wrongful spying, because the spying serves the government. Law and the Constitution are expendable when the few who control the government have their “more important agendas.”
Bradley Manning warned us of the militarization of US foreign policy and the murderous consequences, and Julian Assange of WikiLeaks posted leaked documents proving it.
Were these whistleblowers and honest journalists, who alerted us to the determined attack on our civil liberty, rewarded with invitations to the White House and given medals of honor in recognition of their service to American liberty?
No. Bradley Manning is in federal prison, and so would be Julian Assad and Edward Snowden if Washington could get its hands on them.
Binney escaped the Police State’s clutches, because he did not take any documents with which to prove his allegations, and thus could be dismissed as “disgruntled” and as a “conspiracy kook,” but not arrested as a “spy” who stole “national secrets.”
Greenwald, so far, is too prominent to be hung for reporting the truth. But he is in the crosshairs, and the Police State is using other cases to close in on him.
These are only five of the many people who have provided absolute total proof that the Bill of Rights has been overthrown. Washington continues to present itself to the world as the “home of the free,” the owner of the White Hat, while Washington demonstrates its lack of mercy by invading or bombing seven countries on false pretenses during the past 14 years, displacing, killing, and maiming millions of Muslims who never raised a fist against the US.
Many commentators have written articles and given interviews about government’s ever expanding police powers. The totality of the American Police State is demonstrated by its monument in Utah, where an enormous complex has been constructed in which to store every communication of every American. Somehow a son or daughter checking on an aged parent, a working mother checking on her children’s child care, a family ordering a pizza, and sweethearts planning a date are important matters of national security.
Some educated and intelligent people understand the consequences, but most Americans perceive no threat as they “have nothing to hide.”
The Founding Fathers who wrote the Bill of Rights and attached it to the US Constitution did not have anything to hide, but they clearly understood, unlike modern day Americans, that freedom depended completely on strictly limiting the ability of government to intrude upon the person.
Those limits provided by the Founding Fathers are gone. The hoax “war on terror” demolished them.
Today not even the relationships between husband and wife and parents and children have any protection from arbitrary intrusions by the state.
Essentially, government has destroyed the family along with civil liberty.

In Police State America, authorities can enter your home on the basis of an anonymous “tip” that you are, or might be, somehow, abusing your children, or exposing them to medicines that are not in containers with child-proof caps or to household bleach that is not under lock and key, and seize your children into state custody on the grounds that you present a danger to your children.
The government does not have to tell you who your accuser is. It can be your worst enemy or a disgruntled employee, but the tipster is protected. However, you and your family are not.
The authorities who receive these tips treat them as if they are valid. A multi-member goon squad shows up at your house. This is when the utterly stupid “I have nothing to hide” Americans discover that they have no rights, regardless of whether they have anything to hide.
We owe this police power over parents and children to “child advocates” who lobbied for laws based on their fantasies that all parents are serial rapists of children, and if not, are medieval torturers, trained by the CIA, who physically and psychologically abuse their children.
In the opinion of “child advocates,” children are brought into the world in order to be abused by parents. Dogs and cats and the fish in the fishbowl are not enough. Parents need children to abuse, too, just as the Police and the Police State need people to abuse.
Of course, sometimes real child abuse occurs. But it is not the routine event that the Child Protective Services Police assume. A sincere investigation, such as was missing in the report on the home-schooled children, would have had one polite person appear at the door to explain to the parents that there had been a complaint that their children were being exposed to a poisonous substance in the home. The person should have listened to the parents, had a look at the children, and if there was any doubt about the water purifier, ask that its use be discontinued until its safety could be verified.
But nothing sensible happened, because the Police State does not have to be sensible.
Instead, a half dozen goon thugs show up. The parents are put outside in the snow for 5 hours while the children are scared to death with questions and then carried away from their home, mother, and father.
In Police State America, this is called Protecting Children. We owe this tyranny to the idiot “child advocates.”
It is no longer important to protect children from homosexuals, unless the homosexuals are Catholic child pedophiles. But it is absolutely necessary to protect children from their parents.
So, yes, dear insouciant American fool, whether you have anything to hide or not, you are in grave danger, and so are your children, in Police State America.
You can no longer rely on the Constitution to protect you.
This is the only way that you can protect yourself: grovel before your neighbors, your co-workers, your employees and employers, and, most definitely, before “public authority” and your children, as your children can report you. Don’t complain about anything. Do not get involved in protests. Don’t make critical comments on the Internet or on your telephone calls. Don’t homeschool. Don’t resist vaccines. Turn your backs to leaders who could liberate you as it is too dangerous to risk the failure of liberation. Be an abject, cowardly, obedient, servile member of the enserfed, enslaved American population. Above all, be thankful to Big Brother who protects you from terrorists and Russians.
You, dear insouciant, stupid, American are back on the Plantation. Perhaps that is your natural home. In his masterful A People’s History of the United States, Howard Zinn documents that despite their best efforts the exploited and abused American people have never been able to prevail against the powerful private interests that control the government. Whenever in American history the people rise up they are struck down by brute force.
Zinn makes totally clear that “American freedom, democracy, liberty, blah-blah” are nothing but a disguise for the rule over America by money.
Wave the flag, sing patriot songs, see enemies where the government tells you to see them, and above all, never think. Just listen. The government and its presstitute media will tell you what you must believe.

Global Magnitsky Human Rights Accountability bill, a deterrent for

The House version of the Global Magnitsky Bill (H.R. 624) contains stronger
language, in particular, directing rather than permitting the U.S.
President to impose sanctions on kleptocrats and gross human rights
violators. It also assigns the U.S. Comptroller General to examine and
report on the implementation of the legislation. The House version of the
Global Magnitsky Bill also requires the sanctions list to be published
annually on 10 December, which marks the Human Rights Day in commemoration
of the adoption by the United Nations of the Universal Declaration of Human
Rights in 1948.



The previous Magnitsky Act of 2012 was a precedent setting piece of
legislation requiring the U.S. government to confront impunity, and create
consequences for those involved in human rights atrocities in Russia,
including the torture and killing of Russian anti-corruption lawyer Sergei
Magnitsky, and the $230 million corruption he had uncovered. The targeted
sanctions included visa bans and asset freezing, as well as a mechanism
through which the sanctioned individuals are publicly named, creating a
real consequence for human rights abusers in Russia.



The Global Magnitsky Bill extends these tools to foreign government
officials and their senior associates responsible for or complicit in
ordering, controlling or directing “acts of significant corruption,
…bribery, or transfer of the proceeds of corruption to foreign
jurisdictions” and those who “materially assisted, sponsored, or provided
financial, material, or technological support” for such activities.



The genesis of the 2012 Magnitsky Act and the extraordinary story of Sergei
Magnitsky, whose name now lives in the U.S. law, are featured in the
explosive new book by William Browder, “Red Notice,” which will be
published on 3 February 2015.

WASHINGTON -– The world crept closer to doomsday on Thursday.

That's according to the Bulletin of the Atomic Scientists, which each year updates the hands on a clock meant to symbolize how close we are to the annihilation of the human race, or midnight. For the last three years, the world was five minutes from the end. Today, we're three minutes away.
The two-minute move is symbolic, but it gives a sense of how grim the outlook some of the best scientific minds have for humanity. The decision to move the hands forward, said Bulletin of the Atomic Scientists executive director Kennette Benedict, came about largely due to the threats posed by anthropogenic climate change and the proliferation of nuclear weapons.
"World leaders have failed to act with the speed or on the scale required to protect citizens from catastrophe," Benedict said Thursday at an event held in the auditorium of the American Association for the Advancement of Science. "Stunning governmental failures have imperiled civilization on a global scale."
The announcement came the day after the U.S. Senate voted to acknowledge that climate change is real, bringing it up to speed with every major world scientific body, but it declined to acknowledge that human activity plays any role.
Decisions on the Doomsday Clock are made by the Bulletin's Science and Security Board. Richard Somerville, a member of the board and a research professor at Scripps Institution of Oceanography at the University of California, San Diego, ticked off a list of climate-related reasons for pessimism this year. He cited the latest National Climate Assessment, released in May, the latest assessment from the Intergovernmental Panel on Climate Change, and the fact that the National Oceanic and Atmospheric Administration announced last week that 2014 was the world's hottest year on record. While those indicators all are grim, world leaders have moved slowly on enacting meaningful limits on emissions.
"To profoundly transform the Earth's climate will harm millions of people, and threaten many key ecological systems upon which humanity relies," said Somerville. "To avoid such unacceptable levels of climate change, the need for urgent action instead of continued procrastination is clear."
While world leaders have set a goal of limiting global warming to 2 degrees Celsius (3.6 degrees Fahrenheit), the current emissions trajectory puts the world on path to more like 3 degrees to 8 degrees C (5 degrees to 15 degrees F). "It only took modest 3- to 8-degree warming to bring the world out from the frigid depths of the last ice age," said Sivan Kartha, a senior scientist at the Stockholm Environment Institute specializing in climate risks. Warming on that level again, he said, raises "the specter of a future where the surface of the earth is again radically transformed."
The Bulletin of the Atomic Scientists created the clock in 1947 to use "the imagery of apocalypse (midnight) and the contemporary idiom of nuclear explosion (countdown to zero) to convey threats to humanity and the planet." The closest the hands have ever come to midnight was 11:58, in 1953, after the U.S. and the then-Soviet Union began testing thermonuclear bombs.
While the movement of the minute hand closer to midnight signals distress among Bulletin members, the whole point of the symbolic clock is to draw public attention to the issues in hopes forcing change.

"This threat looms over all of humanity," said Somerville. "We need to respond now while there is still time."

Zameer Shah, a consultant orthopaedic and trauma surgeon at London’s Guy’s and St Thomas’ NHS Foundation Trust, says: ‘A treatment that doesn’t involve surgery could be a real game-changer.’ 
AVN is a disease where bone tissue dies and eventually collapses due to the loss of blood supply to the area.
The cause is unknown but triggers include injury and rheumatoid arthritis. It can also be a side effect of treatments such as steroids, chemotherapy or radiotherapy.
It is particularly common in the hip, with 150,000 AVN patients undergoing a total hip replacement in Europe and the US every year. Radio 4 presenter Jenni Murray, who suffers from AVN, had both hips replaced in 2008.

The new trial will compare the effectiveness of the osteoblastic (bone-forming) product Preob to other treatments, and the trusts taking part – Cambridge University Hospitals, King’s College Hospital London, Newcastle upon Tyne Hospitals, University Hospital Southampton and the Royal Orthopaedic Hospital Birmingham – are among 37 centres across Europe involved. The trial will run until late 2017.
The procedure involves taking bone marrow from the patient and harvesting their stem cells, which have the unique ability to change into different cell types. The cells are processed in a laboratory to turn them into bone-forming cells, and then injected through the skin into the faulty hip bone tissue to ‘regrow’ it.
Mr Shah says the results could transform the treatment of AVN, which is also found in the knee and shoulder. He adds: ‘The prospect of a non-invasive treatment is very exciting, and could have the ability to change people’s lives.’

AVN patients often use crutches to take the weight off the damaged joint, and must exercise to keep it mobile, but most eventually need surgery called core decompression – part of the inside of the bone is removed to relieve pressure and allow new blood vessels to form. Alternatively, they have bone grafts, using healthy bone from elsewhere in the body.
Hip replacements are also an option, although as AVN is found mainly in people aged 30 to 50, these are not always recommended as they may need to be replaced several times during the patient’s lifetime. The longevity – and the success rate – reduces every time.
Leila Hamrang, of Manchester, was diagnosed with AVN in her hips at 19. She says her condition may have been caused by the gruelling rounds of chemotherapy, radiotherapy and steroids she endured while being treated for leukaemia.
Now 26, Leila sometimes relies on crutches to move around. Her low blood pressure rules out many pain medications so she uses hot-water bottles and music for relief. She says trials like this give hope that she will one day be pain-free.
‘For me, a hip replacement is the only option now but I can’t have it too soon because of my age,’ she says. ‘I’m scared of complications and having to have multiple replacements, so something that doesn’t involve a lot of operations would certainly appeal.’

Downhill To The British Dictatorship Unless We Withdraw Our Consent

In the Daily Mail of 17th Jan 2015 Michael Nazir-Ali, the former Bishop of Canterbury, asks "why can't the voice of Christians be heard?" He states that "the Lord Chancellor and the Lord Chief Justice, by disciplining Richard Page JP, have declared war on even residual notions of the faith [Christianity] having any place in our legal processes."  Correctly he also goes on to say that "the 'remedial' training required of Mr Page smacks to me of the 're-education' camps so beloved of Marxist states."
Both the UK Column and the British Constitution Group have been warning for years of an emerging dictatorship in the UK. Spawned through deliberate and calculated treason by parliament and the agencies of the State, the plan has been implemented by subversion and applied behavioural psychology.

Constant change, increasing chaos and a dumbing down of both adults and children alike, has now produced a confused and largely leaderless society where the majority of people cannot see the marxist beast emerging. Marxist it is, as the former Bishop astutely states.
Yet both Cameron's Conservatives and Miliband's Nu Labour have openly published their party adherence to the doctrine of marxist change agent Saul Alinsky. Cameron is now building an army of thousands of young 'change agents' controlled and funded by Big Society, whilst remaining hidden under the guise of 'charity' organisations or Social Enterprise Companies. Young innocent and enthusiastic, most of these young people are unaware of the monster they are helping to create and mistakenly believe they are helping to change our society into a better place.
Aside from the 'in our face' declaration of Saul Alinsky for Tories, Lib Dems and Labour alike, Common Purpose was itself formed by marxists who were themselves spawned by DEMOS. Add to the poison government applied behavioral psychology through the Behavioural Insights Team and we have communitarian marxism on steroids. Not convinced? Then read Mindspace where our own government boasts of its ability to change our values and behaviour without us realising this has been done.
If our analysis so far is 'behind the scenes', let's look at the visible progress to date towards a single party dictatorship in Britain.  Aside from repeated attacks on Christianity, the government has approved Satanism as a religion which can be practiced in the armed forces - foremost so in the Royal Navy. Hot on the heels of a state guardian for every child in Scotland we now have the President of the Faculty of Public Health calling for State Lessons in Parenting.
His suggestion gives the state yet more power to interfere in family life - an area where Social Services are now given frightening power to take children from their parents via secret Family Courts. Political Correctness, more correctly known as Cultural Marxism, now resticts our free speech and ability to criticise those whom we know to be antagonistic to our national views and values. Criticise members of the Estalishment, an MP, Public Official or the Police and the charge of Hate Speech and being Vexatious is imediately raised. Push further and the next step is a charge of Harassment. This pernicious law is bad law since it is based on the opinion of the 'harassed' individual only.
Prison is no longer the corrective tool of the State. The UK Column has tried to help many individuals who have been branded mentally ill, sectioned and incarcerated in Psychiatric Units on false evidence, assessments and reports. Coupled with secret family courts and even courts without juries and a single judge, the route to oblivion in a psychiatric unit is a close parallel of the Soviet Gulag.
The use of psychiatry to attack and destroy western democracies was devised in its most modern form by the Frankfurt schools of politico psychiatrists. From the over sexualisation of children and society, to the constant attack on our cultural values and morality, to the undermining of our key institutions, to the destruction of our national identity, these were the tools of the men who migrated into the heart of governance in both the UK and USA. There works have been applied, polished and expanded in virtually every part of our government and public systems today. Karl Marx, Trotsky and Lenin were avid proponents of the Frankfurt agenda. Alinsky, a more recent student, is now mentor to the Consivatives, Lib Dems and Labour alike.
Today, Britain is the most spied upon country in the world, with millions of CCTV cameras and increasingly sophistocated facial tracking and recognistion software. Our intensely personal NHS records have been released to global commercial companies - and the rapidly expanding government electronic databases.
Fuelled by the government promotion of the fear of terrorism (which it itself created from aggressive overseas wars in Iraq, Afghanistan, Libya and Syria)  Conservative Prime Minister David Cameron's government now pushes for even greater surveillance of private companies, particularly those internet companies handling our personal electronic communications. Under the lies of safety from terrorism we are being herded into a pen of state spying upon citizens of a scale and sophistication never before seen. Moreover this is done with the cynical propaganda of 'trust us' the very organisations spying on us. In the Daily Mail article 'Watching them, watching us' and in a Cameron approved video, GCHQ is now being promoted as our saviour, staffed by ordinary people who take their cuddly toys to work.
Spying is still not enough for Cameron and his financial masters. They need total power, and this can also be seen advancing through the expansion of Regulation of Investigatory Powers Act (RIPA) powers to include TV Lience Fee Dodgers ... power implemented like the drip of an anaesthetic.
Still not there? Then we are now instructed by ruler Cameron that children's nurseries to universities are to be on the lookout for extremists and any meeting of people may present a terror threat. The danger is neatly summed up by Peter Hitchens in his article Don't like the PC mob? Well now that makes you a terror threat.
What's the next step in the LibLabCon for the UK dictatorship? The UK Column has led the analysis and exposure of Common Purpose and its subversive attack and subsequent control over our systems of government. Happily our warnings were enough to alert mainstream press and media to the dangers of Common Purpose, and particularly to their attempt to discredit and then control free speech by the Leveson Inquiry. The continuing subversive expansion of Common Purpose and the Big Society Change Agents continues apace, but the political danger is more open and far easier to see.
Again forecast by the UK Column, the media is now promoting the idea that the election 2015 will create a three party coalition. This is the three headed monster that we should fear most, as controlled by the few as all parties are, supported by threats, blackmail and the exposure of paedophilia, such a 'coalition' is a one party state. But the State still cannot implement this political beast without the voting consent of the electorate. We can stop it, but only if the wider public is jolted awake with reality and truth and fast. Under the guise of improving security, the Chinese government is clamping down on technology companies and further limiting the access its citizens have to information that is not sanitized by the Communist Party. These moves will hurt the Chinese economy and create a major rift between China and the rest of the world.
The government of President Xi Jinping has taken a series of steps recently that have unnerved businesses, human rights organizations and governments around the world. This week, for example, American and other foreign business groups sent a letter to Mr. Xi protesting new policies that require companies that sell computer equipment to Chinese banks to turn over their source code to the government and to create ways for security officials to monitor and control those devices. Industry executives expect similar policies to be enacted for other sectors of the Chinese economy, making it increasingly difficult, if not impossible, for foreign technology vendors to sell their products to Chinese customers.
Chinese officials have also proposed a law, purportedly to fight terrorism, that would require technology companies to provide the government with the means to monitor all communications over their systems in China, including those that are encrypted. And in recent weeks, the authorities have made it nearly impossible for Internet users to employ virtual private networks that allow people to evade the government filters and restrictions collectively known as the Great Firewall. Dissidents, researchers, businesses and professionals have long used V.P.N.s to access information beyond China’s borders, and the government previously seemed to tolerate the practice.
With these new moves, Chinese leaders are trying to increase government control over communications in order to suppress dissent. And they are trying to promote Chinese technology businesses at the expense of foreign companies. That is not entirely surprising. Mr. Xi has previously made clear that he considers the free flow of information on the Internet a threat to the Communist Party. And he has said that he considers domestic control over technology a matter of “national economic security, defense security and other aspects of security.”
But this push for greater control could cost China dearly. The country’s businesses and professionals say it has become increasingly difficult for them to communicate with customers and suppliers abroad or to obtain scientific data and research from the rest of the world. Executives at Chinese banks are reportedly worried that they will have to rely on substandard domestic computer equipment that could make their systems more vulnerable to hacking by criminals, foreign rivals and others.
Foreign businesses and governments are rightly saying these new policies amount to protectionism. The changes also seem to make a joke of China’s commitment to abide by global trading rules established by the World Trade Organization and of its stated desire to deepen trade and investment ties with the United States and other countries. Officials from China and the United States are negotiating abilateral investment treaty that is supposed to make it easier for companies from each country to do business in the other nation. American officials should use those talks to put China on notice that its latest security policies are wrongheaded and unacceptable.
Mr. Xi cannot expect the United States or any other country to engage in negotiations to liberalize trade and investment with his country while his government is actively making it impossible for foreign businesses to survive there.
